What is the difference between the modes?

encodeURIComponent escapes characters like / and ? so a value can sit inside a query string; encodeURI leaves URL structure alone.

Are spaces + or %20?

%20 by default; toggle the form-encoding option for +.

Yes. Paste the full URL and switch to decode; the structure is left intact.
