Why will my HEIC photo not open on Windows?

HEIC uses the HEVC codec, which Windows does not decode without a paid extension. Converting to JPG fixes it everywhere.

Is the quality kept?

HEIC is decoded at full resolution and re-encoded as JPG at the quality you choose (92 by default), or losslessly as PNG.
